BLACK SEA BASIN

One of the Cross-Border Cooperation Programmes, for which the Ministry of Foreign Affairs serves as the National Authority under the European Union Presidency, is the ENPI Cross-Border Cooperation Programme in the Black Sea Basin. Conducted under the European Union's Neighborhood Policy, the Programme is a multilateral cooperation programme in which our country participates with IPA funds.

The Programme includes 7 participating countries besides Türkiye: Bulgaria, Armenia, Georgia, Moldova, Romania, Ukraine, and Greece. In Türkiye, the Programme covers the following 25 provinces: Istanbul, Tekirdağ, Edirne, Kırklareli, Kocaeli, Sakarya, Düzce, Bolu, Yalova, Zonguldak, Karabük, Bartın, Kastamonu, Çankırı, Sinop, Samsun, Tokat, Çorum, Amasya, Trabzon, Ordu, Giresun, Rize, Artvin, Gümüşhane.

Who Can Apply?

Potential beneficiaries who can submit projects include:

  • Central Administration Local Organizations
  • Local Governments
  • Public Law Entities
  • Education and Research Institutions
  • Non-Profit Organizations

Objectives

Projects submitted under the first call for proposals are required to align with one of the programme's two policy objectives and their respective specific objectives. The programme's objectives and priorities for the 2021-2027 period are as follows:

  • Policy Objective 1: A more competitive and smart Europe
  • Policy Objective 2: A greener and low-carbon-consuming Europe

Project Duration

The implementation period for projects should be a maximum of 18 months for small-scale projects and a maximum of 30 months for standard projects. There is no minimum duration specified for the implementation of projects.

Partnership Requirements

For projects involving applicants or partners from Türkiye, a specified number of partner institutions/organizations from at least one EU member country (Bulgaria, Romania, Greece) and at least one partner country participating in the Programme (Georgia, Moldova, Ukraine) are required, as indicated in the table below.
